Sustainable use of marine resources requires a set of capabilities for effective governance of this shared domain. Through their individual actions or in collaboration with others, actors in business, policy, civil society, and academia can shape developments to facilitate change and innovation in marine governance.
The ability to act independently or collaboratively is determined by stakeholder capacity to frame and interpret complex problems (reflexivity), adapt to structural changes (resilience), come up with smart interventions (revitalization), navigate between different levels (rescaling), and respond adequately to changing agendas and public demands (responsiveness).
Furthermore, in today's increasingly digitalised world, the use of ICTs affects actor capabilities across all five dimensions. E-governance has therefore become an important element in the way marine affairs and resources are managed.
In this webinar, experts from PERMAGOV and BlueGreen Governance projects will present their results on actor capabilities and digitalization along with case study findings from the Mediterranean and the Western Indian Ocean (Reunion Island). Participants will learn how to apply project tools to examine actor capabilities and e-governance in their own setting.
