Stakeholder Workshops on Offshore Wind in Norway

Two workshops were held to get input on how to achieve the future vision of there being no major co-existence conflicts between offshore wind and nature in the allocation of areas and licenses for offshore wind in Norway. At the two workshops the stakeholders worked in groups and came up with several measures that could be implemented from today until 2040 to achieve good co-existence with nature in development of ocean wind projects. All groups emphasised the need to secure good co-existence with nature alongside offshore wind development through an adaptive process where knowledge on environmental impacts is updated and applied continuously.


This knowledge and identified knowledge gaps should form the basis for long-term financing for monitoring and research, as well as holistic planning processes that account for the total pressure on the marine ecosystem from human activities. Measures to improve the accountability in decisions on allocation of areas and licences to ocean wind projects were also proposed. Together with a dialogue process to secure a shared, long-term commitment to the ocean wind goals, this would provide the predictability needed for the industry to develop their ocean wind projects.


The first workshop was held in Honningsvåg, 11th of November 2025, with 7 stakeholders representing the ocean wind and energy industry, municipal management, the educational sector, marine research and local industry development interest organisations. This workshop was held back-to-back with a conference where local stakeholders and industry met to discuss fisheries, energy, security and preparedness. Falk-Andersson and Rollefsen Næss gave a talk about the PERMAGOV project and the Norwegian case study in ocean wind development. The second workshop was held in Oslo, 2nd of November 2025 with 9 stakeholders representing the ocean wind and energy industry, environmental NGOs and the Directorate of Fisheries.
