A Round-Up of PERMAGOV Get-Together in Brussels

In early March 2026, PERMAGOV partners gathered in Brussels for a General Assembly. We discussed progress in case studies and planned future activities to upscale their results. We had guest speakers from the BlueGreen Governance project with which we'll be co-organizing a webinar series in spring. We attended the Ocean Days to get some inspiration from speakers, panelists, and tech innovations like digital twins and virtual reality. The key take-away from our get-together is that the PERMAGOV ship is steady! Our voyage through marine governance continues uninterrupted. All PERMAGOV crew members act in unison to ensure smooth sailing till the end.
Case study update and focus
Case 1 - Decarbonising Shipping: Deliver a set of validated, ready-to-use governance strategies for EU maritime stakeholders. These prototypes are designed for potential policy integration, replication across ports, and scaling digital governance solutions, supporting a practical transition to decarbonized shipping.
Case 2 - European Maritime Space in the North Adriatic: Deliver validated governance prototypes that can be replicated and integrated into Adriatic maritime governance, enhancing transparency, collaboration, and coordination, and supporting policy integration.
Case 3 - Baltic Seabed Integrity: Produce a validated common approach for seabed integrity management, ready for implementation by HELCOM and national authorities. The approach supports replication, strengthens collaboration, and provides a tested model for sustainable seabed management.
Case 4 - The Torre Guaceto MPA: Deliver a calibrated, digitally supported co-management approach that can be scaled to other MPAs in Italy. The solution enhances data management, stakeholder participation, and governance effectiveness, providing a practical model for marine conservation and sustainable livelihoods.
Case 5 - Floating Offshore Wind in the Celtic Sea: Deliver validated governance pathways for offshore wind in the Celtic Sea that can be scaled, replicated, or integrated into national and regional policy frameworks. Solutions aim to improve coordination among stakeholders, accelerate OWE development, and balance marine use trade-offs.
Case 6 - Energy Islands in Denmark: Deliver a governance model for Energy Islands that supports offshore wind development, facilitates stakeholder coordination, and can be replicated or scaled across Danish and European offshore projects. The approach also enhances use of digital data platforms for governance and decision-making.
Case 7 - Offshore Wind in Norway: Produce governance prototypes that facilitate offshore wind development, manage co-existence conflicts, and provide scalable, stakeholder-validated solutions for Norwegian policy and industry.
Case 8 - Abandoned, Lost or Discarded Fishing Gear in the Baltic Sea: Deliver validated governance measures to reduce ALDFG, supported by digital tools for data sharing and reporting. Solutions are ready for replication across Baltic Sea nations and integration into HELCOM policies.
Case 9 - Marine Plastic Pollution in the Mediterranean: Deliver a co-management framework and digital platforms for agriplastic governance, with potential replication along Mediterranean coasts. Solutions enable stakeholder-driven data collection, informed decision-making, and enhanced collaboration for marine pollution reduction.
European Ocean Days
On 4 March 2026 some partners attended the European Ocean Days, where in addition to inspiring and thought-provoking presentations and panels, we enjoyed testing the digital twin of the ocean, exploring ocean life 1km deep in virtual reality, listening to underwater sounds, and meeting old friends and new ones from the vibrant marine governance community.
