Achieving the European Green Deal requires progress both on land and at sea. Yet the way in which marine affairs and resources are currently managed leaves much to be desired. New approaches are needed to optimise marine governance for the EGD implementation. Judith van Leeuwen (Wageningen University) and Carolijn van Noort (Aalborg University) discuss how the multi-layered collaborative model developed in PERMAGOV can foster innovation and change in marine governance.
