New PERMAGOV Paper Describes a Model for Evaluating Change and Innovation in Marine Governance

A collaborative work of several project partners, the latest PERMAGOV paper presents a conceptual model for understanding change and innovation in marine governance brought about by the European Green Deal (EGD). It's available as an open-access journal article in the Environmental Policy and Governance.

The Multi-Layered Collaborative Marine Governance Model provides a framework to think about how marine governance needs to be rearranged to achieve EGD objectives. Key aspects explored in the model are:

  • The multi-layered nature of marine governance arrangements (comprising actors/coalitions, rules of the game, resources, and discourses)

  • Structural conditions affecting collaborative processes, notably the institutional context

  • Characteristics of the collaborative process in which governmental actors (public agencies) in deliberation with non-state actors (e.g. representatives of maritime sectors, non-governmental organisations) are engaged in marine policy decision-making

  • Governance capabilities of state and non-state actors to attain societal goals

  • The role of e-governance to enable effective implementation of the EGD
